We need a machine, that will migrate to the surviving region or availability domain during switchover/failover. This machine will be running the GUI component and will be the target of CLI commands during switchover and failover operations.
Press Create Instance button in Compute Instances overview.
Fill in following things:
Name of the Central Console instance: Central Console
Choose the correct compartment
Create the instance in the standby region or in the Availability Domain, where the primary database machine resides
Choose OS image for the machine - any Linux images is possible
Choose the shape of the machine. For Central Console only, there is very little resources needed
Choose Compartment ID
Select Public Network adapter
Choose how to create/upload ssh key to the machine
Paste the ssh key
Optionally deselect Live Migration switch
